Sungsup Ra
Mr. Ra is Chair of the Education Sector Group in ADB. Since joining ADB in 2001, he worked as Director, Pacific Strategy and Special Operations, Pacific Department, Senior Advisor to the Managing Director General, and Deputy Country Director for Bangladesh and Nepal Country Offices. Prior to ADB, he has a broad range of experience working with public and private entities such as Samsung and Korean National Pension. He also taught at leading universities in Japan, Korea, and USA. Author of over 50 publications, he is a regular contributor to public debates in news media and conferences on current economic and human development issues. Recognized in Marquis “Who’s Who,” he is a member of the International Advisory Board of the Journal of Asia-Pacific Economy published by Routledge, UK.
Jung Cheol Shin
Dr. Shin is Professor of Higher Education at Seoul National University. He was involved in policy analysis and policy development at the Korea Ministry of Education about 20 years before he joined Seoul National University in 2006. His research interests are higher education policy, and knowledge and social development. He is Editor-in-Chief of the International Encyclopedia of Higher Education Systems and Institutions (Springer, 2020). His book publications include University Rankings (2011), Institutionalization of World-Class University (2012), The Future of the Post-Massified University (2014), Mass Higher Education Development in East Asia (2015), and Higher Education Governance in East Asia (2018). Based on his research, he is expanding his research area to higher education reform in developing higher education systems. He has been involved in consulting on governance and management for ADB's Second-Strengthening Higher Education Project (SSHEP), which supports higher education reform in Laos, since 2020.
Unika Shrestha
Unika works on the education and skills sectors in South Asia. Prior to joining ADB, she worked with the World Bank education team for three years, most recently on the flagship World Development Report 2018 on education in which she assessed the role played by inherent system complexities as well as political economy forces in implementing education policies and programs. She has extensive experience conducting analytical research to answer policy-relevant questions, notably on school governance and financing, social security and financial inclusion.
